Some additional thoughts:

- Is soul trap considered "white" / good?
I think it is nothing nice to steal a person's or creature's soul in any way. I for example disallow enchanting entirely for my Paladin build. Or do you draw a line between white and holy?

- What do you think of pet and undead followers?
There are dogs, undead dogs, trolls, Dwemer constructs and Rieklings as possible followers. Could you consider them or are they not allowed? Furthermore, is it allowed to have Vampires as Thralls? They are not exactly what I'd consider white as well.

- What would you make the White Necromancer enchant his items?
Cost reduction spells would make the big mana pool unnecessary.

The difference between a white necromancer and a regular necromancer is that any sort of dealings with the dead are through an agreed upon partnership. In the case of Skyrim's soul trap, it's purely for roleplaying, but if you wanted to make it more official, I suppose you could do a ritual to the divines or something before soul trapping.

I wouldn't consider having vampires as thralls either. Maybe a vampire companion though who has agreed to follow your creed (like Serana).

This is truely a well crafted build. I really like how you put out all the aspects of it. I would find the ancient Falmer Armour also fitting, although they have more of a combat look than you probably intend. At least they are white. Like the chef's tunic btw, but that looks strange too probably. I have a very similar build as you did, calling it the death priest. Maybe you want to check that one out too?
As for shouts, Ice form might be even more interesting than frost breath. It gives you a little breather when you need it. Also good to take some archers off a wall. I personally like to use Kohnariik's Mask, because on one hand it's a priest mask and on the other hand it is golden and can revive you too in case you get badly wounded.

Wow, this is super late but I would totally be up to doing a collaboration if you are still doing it. Im just not getting back into Elder Scrolls. Starting myself off with either Oblivion or Morrowind and working my way towards Skyrim.

Depends more on morality. Like in the description, a regular necromancer uses the dead for their own use while a white necromancer forms a sort of partnership or companionship with the dead to combat evil. It's all about whether or not you are forcing the dead to work with you. It's based off the D&D class.

Ive been on the hunt for the white robes like the one in my profile picture for awhile now, but have been unable to find them. They look awesome and if I was skilled in blender then I'd create them myself. Without mods, the closet we have are the "red robes", which are actually very white in appearance: http://elderscrolls.wikia.com/wiki/Red_Robes

The assassin creed style mage robes are a nice mod supplement: http://www.nexusmods.com/skyrim/mods/7755/?
I suppose recoloring them wouldnt be too difficult.
